Council adopts six-year transportation improvement program to maintain eligibility for state funding

The Snoqualmie City Council unanimously adopted its six-year Transportation Improvement Program for 2026 through 2031 at the June 23 meeting, a document staff said is required annually by the state and used to maintain eligibility for transportation funding.

Councilor Benson read the agenda bill and moved to approve Resolution No. 17-20 adopting the TIP; Mayor Pro Tem Holloway seconded. The council conducted a brief discussion with CIP Manager Dylan Gamble, who explained the TIP is both a required annual submittal to WSDOT and a way to document city-funded projects, potential projects and those primarily outside city jurisdiction.

Gamble described the TIP color-coding used in the document: green items are in the city's non-utility capital improvement program, blue items are likely city projects without current funding, and orange/yellow items are primarily outside the city's jurisdiction. He noted the TIP is tied to but not fully duplicative of the transportation impact fee analysis and the city's non-utility CIP.

Councilor Johnson supported the program and asked whether the TIP interfaces with impact-fee work; staff confirmed the TIP files were shared with the team preparing transportation impact fees and that the documents inform one another. Councilor Johnson also commented that a project at the parkway and Southeast Ninth remains an important priority regardless of specific design choices.

The council voted "aye" unanimously and approved the resolution. Staff said the TIP would be submitted to WSDOT by the June 30 deadline.
