Speedway approves $6,900 right-of-way purchase for Crawfordsville Road pedestrian project

The Speedway Town Council on June 23 approved the purchase of a small right-of-way parcel for the Crawfordsville Road pedestrian improvement project, authorizing prompt payment of $6,900 to Speedway Capital Appreciation LLC for parcel number 19.
Town Manager Grant Kleinhines told the council this is one of seven parcels needed for the project and that construction has proceeded within already‑owned right-of-way where possible. "This 1, the right of way purchase will be in the amount of $6,900," Kleinhines said. He asked the council to authorize the clerk-treasurer to issue payment immediately.
Kleinhines said the town expects to obtain two other parcels "fairly easily" and that one property owner had a short final deadline to accept the town's offer. If that offer expires, Kleinhines said the town will file condemnation on the remaining two parcels.
Councilor Vince Noblett moved the purchase approval; the motion was seconded and passed 4-0. Councilors said the new sidewalk will improve walkability along the shopping-center frontage and should benefit pedestrian traffic.
The council authorized prompt payment and instructed staff to continue negotiations on remaining parcels; condemnation was presented as the next step if offers are not accepted.
