The Prescott City Council on June 24 adopted Resolution No. 2025-1917 to call a utility-franchise election on Nov. 4, 2025 for an Arizona Public Service (APS) franchise renewal and to approve the ballot language and associated election procedures.
The deputy city attorney and staff had reviewed the ballot language in advance; council received no public comment on the item and had APS representatives available in the chamber. The resolution authorizes the city clerk to open the argument-filing period and carry out related election tasks required under state law.
Council voted 7-0 to adopt the resolution.
Councilmember comments were brief; staff said the item was included in the agenda packet and that the clerk would manage posting and argument periods as required by election law.
The resolution will place a renewal of the APS franchise agreement before Prescott voters and trigger the procedural steps for argument filing and ballot preparation.
