House Bill 31 45 directs the Housing and Community Services Department to use funds in the Local Innovation and Fast Track (LIFT) housing program for acquisition or construction of factory-produced housing at up to five sites. The measure appropriates $650,000 general fund to HCS to contract with the Network for Oregon Affordable Housing for program design, to convene an advisory committee, provide technical assistance, and support one limited-duration liaison position. The measure also designates $25,000,000 in LIFT funds for factory-produced housing; House Bill 5006 provides an expenditure limitation for these bond proceeds.
Senator Anderson said she supported the bill as an additional tool but cautioned about timing and production capacity: "I'm just hoping, that we're not too early with this 25,000,000, that the factories actually are in a producing mode at a level that the reduction of units will be significant." Senator Gerard urged better coordination among multiple housing bills, and Representative Evans suggested pilot approaches and noted a recent Marine Corps experiment with on-site modular production as a potential model.
The subcommittee recommended the bill be amended (dash A3) and reported out due pass as amended. The motion passed in the work session.
