Port Orchard launches preapproved ADU plans and outreach; staff expect modest uptake

Port Orchard planning staff reported June 18 that preapproved accessory dwelling unit plans are live on the city website, outreach at the farmers market reached dozens of visitors, and building-cost estimates for each plan are expected by the end of June.
Nick Bond, community development director, said the website is operational and that staff and the building department attended the farmers market with preapproved-plan information. "The website's up and running. You can apply for these online," Bond said. He told the committee that about 75 people took program information at the market and the countywide partner (KBA/BJC Group) is preparing construction-cost estimates for each plan.
Jim Fisk said Port Orchard building reviewers flagged code issues in some plans that other counties' reviewers did not, and that those checks improve predictability for applicants. Bond said KBA provided the plans to Kitsap jurisdictions and that Robert Baglio (KBA) is compiling cost estimates; staff expect those estimates by the end of June.
On expected uptake, Bond said he did not anticipate a surge. "If we got, you know, in the entire county, maybe 50 of these in the next 5 years, that would be a pretty big success," he said. Staff said local realtors and interested residents have shared the program but only a few potential local applicants have contacted the city so far.
The committee had no objections and asked staff to monitor interest and report back; staff said two additional preapproved units were in plan review and that the city will track the program’s performance over upcoming building-code cycles.
