Cutter said that approach is similar to work done at the events center and represents a lower‑cost solution than full excavation.
Cutter told commissioners the commission has approximately $300,000 earmarked in infrastructure funds for this type of work and recommended a reimbursement to Cass County Community Foundation Holdings (the entity that will own the building) for the outlay. The staff presentation said the $300,000 would be split among two funding sources listed in the resolution; the motion recorded a split of $100,000 from the consolidated TIF fund and $150,000 from the industrial park fund in the motion language as presented.
Commissioners pressed for more detail on the project’s total scope and remaining costs; Cutter and proponents said the subsurface conditions made total project costs uncertain and that the $300,000 is a carve‑out to address the foundation and helical‑pile work. Matt Lewellen (project representative) and a partner, Vicky (full name in packet), were listed as presenters previously; Cutter asked them to join for technical questions but led the meeting discussion.
A motion to accept Resolution 2025‑333, approving up to $300,000 to be paid to Kaskan Community Foundation Holdings (Farmers Market) with the stated fund splits, was moved and seconded. Commissioners voted and the motion passed.
Cutter and commissioners said the work is not expected to be completed in the next one or two months and that timing into 2025 is likely for construction work tied to the subsurface remediation. They also noted the project team had previously briefed city council members and engaged county officials on funding discussions.
