Commission reviews multiple procurement awards for road materials, aggregates and network services

County staff presented a package of procurement recommendations covering road materials, aggregates, dumpster services and network connectivity, and commissioners reviewed the low-bid analyses.
Staff recommended APAC of Alabama, Little River Materials LLC, Stevens Trucking Inc., Lashley Trucking LLC, Dunn Construction Company and Martin Marietta for various items including plant-mix asphalt, high-performance cold patch (used for pothole repairs), limestone and granite aggregate deliveries and pickups, and other hauling services. For the cold-patch contract staff said the low bidder was outside the 25-mile radius required by bid documents, so APAC, as the next lowest responsive bidder, was recommended.
For dumpster rental and trash collection staff recommended GFL Environmental as the low bidder, and for a private high-speed data network for the county youth facility staff recommended award to Citroenet, which submitted a substantially lower price than competitors but had prior contact with county staff. "They were the low bidder. It came in very low," a staff member said; commissioners noted staff had met with the vendor.
Separately, staff proposed a master services agreement with Blue Plains Technology LLC to replace Unity Fiber as the county's Internet service provider; staff said the new contract would reduce the county's annual budgeted cost from $20,400 to $18,792 under a state contract.
Commissioners asked routine procurement questions about bidder pools, price stability in asphalt (which staff said has been relatively stable) and prior vendor experience. Several items were placed on the formal agenda for contract awards; no final contract signatures were reported during the information session.
