Council trims Cascade Road contract extension to six months after member objections

The Transportation Committee approved June 25 an amended resolution to extend the Cascade Road streetscape and signal-installation contract by six months after heated discussion about a proposed 365-day extension.
The original substitute before the committee would have extended Agreement number (Cascade Road Avenue Streetscape and signal installation with Matthews Kelly joint venture) for an additional 365 days to a new completion date of July 6, 2026. Committee members questioned granting a full year to a project already under construction and asked for specificity about which phases would be extended.
Council Member O'Brien said she was “apprehensive to actually approve a whole year extension,” noting the project began in 2021 and that a year-long extension could be interpreted as acceptance of a substantially longer timeline. Deputy Commissioner Lenore Bromberg said the extension was a standard contract mechanism and that the department did not intend the additional year to change the currently communicated construction schedule.
John Goll of the city Law Department said the amendment would allow counsel, procurement and the department to acknowledge work already performed and then work with the contractor to set a substantial-completion date “pulling back that term period.” After discussion, Council Member O'Brien offered an amendment to limit the extension to six months; the committee approved the amendment and then approved the item as amended, 5-0.
Why it matters: Members said the record should reflect which portions of Phase 1 are under construction and should not be extended for an entire year without detail. The law department said it can work with the contractor and department to set a date certain for substantial completion and to ensure payment for work already performed.
