The Lowell Zoning Board of Appeals on June 23 approved variances to allow construction of a three‑bedroom single‑family home at 110 Billing Street, finding the requested relief reasonable for a narrow, deep lot but attaching a condition on street trees.
Attorney John Gary, representing Mad Jack 7 LLC, described the 5,952‑square‑foot lot and a proposed roughly 2,000‑square‑foot, three‑bedroom home with two off‑street parking spaces. He said neighborhood exhibit materials showed many nearby lots with similar frontage and area and argued the proposal was consistent with neighborhood character. “I would suggest the creation of a new single family home in the city is in the public's best interest,” Gary told the board.
Board members generally supported the project. Member McCarthy moved to approve the variances for minimum lot area, lot area per dwelling unit, frontage, floor area ratio and sideyard setbacks with a condition that the applicant work with the Greening the Gateway Cities program to determine appropriate shade trees; Member Brier seconded. The board approved the motion by roll call. The applicant agreed to coordinate on tree selection. Staff had recommended working with the Greening the Gateway Cities program as part of their review.
