Rachel Boltedano, president of the President's Council for New York City Geographic District #25, told members the council had three mandated vacancies for the 2025–26 executive year (president, recording secretary, treasurer) and reviewed voting eligibility and the ballot process required by the chancellor’s regulation.
Those rules matter because only one vote per school and only current presidents or designated representatives may vote; the council’s procedure uses each school’s DBN as a voter ID to validate one ballot per school.
Jennifer Berardi served as chair for the election presentation and explained the roles and duties of each office, including that presidents serve as mandated members of the district leadership team. The process described: nominees would introduce themselves for one minute and members would vote through a Google Form that required each school’s DBN (for example, PS 20 = 25Q020) to ensure one vote per school.
No members nominated themselves for any of the three positions during the meeting. Rachel Boltedano said the council will resume elections in September and encouraged co‑president pairings as an option for shared responsibility. Action taken: no election votes were cast and the council deferred filling the vacancies; members were asked to run or recruit candidates over the summer.
Leaders also reviewed end‑of‑year governance and finance tasks. The PAPTA annual financial report (covering 07/01/2024–06/30/2025) is due June 30, and the proposed budget report must be presented at the June membership meeting (and again in September for incoming parents). Leaders reminded PTAs that an Employer Identification Number (EIN) is required to open a bank account and conduct fundraising; the IRS or a bank may be able to help schools locate a previously issued EIN.
Participants who identified themselves included Charlotte Rico (appearing as a new entrant representing PS 184) and Mike Caraher (PS 107), who spoke briefly about school‑level challenges. The council scheduled its next meeting for Monday, Sept. 15 at 6:30 p.m. and said elections will be restarted then.
Formal minutes for the May meeting were approved during the June meeting after a motion by Jennifer Berardi and a second by Myrna Pacheco; members confirmed approval via chat poll and the minutes will be posted on the district website.
