Mobility committee backs Eleventh Avenue multimodal overcrossing; utility-rate and GFC impacts discussed

The Issaquah Mobility & Infrastructure Committee met June 17 and reported to council June 23 on two items: the utility rate study (including rate design and general facilities charges) and the Central Issaquah multimodal I-90 crossing study.
Councilmember Ray, reporting for the committee, said the group received an update on GFCs and had "an interesting discussion about the impact of the on missing middle housing and ADUs of a higher GFC charge." Committee members provided feedback on proposed changes and the work will be incorporated into the final rate-study results for committee review.
On the multimodal crossing study, the committee reviewed alternative crossing sites and "support[ed] the administration's recommendation for an Eleventh Avenue to Eleventh Avenue multimodal overcrossing," Ray said. The committee held a robust discussion on next steps and agreed with administration to bring the topic back to M&I for further discussion on design and implementation details.
No final council-level funding decision was recorded; the committee's endorsement represents a recommendation to the administration and to future committee review. Next steps include further design study, inclusion in capital planning as appropriate, and additional committee-level review of funding and project phasing.
