Council schedules public hearing on two Campbell Avenue lots for housing authority; holds offered Roosevelt Avenue lot for flood review

Public-lands chair and staff said the parcels are 0.25 acres (1185 Campbell Avenue, Map 60 Lot 124) and 0.18 acres (1184/1189 Campbell Avenue, Map 60 Lot 122) and would be sold with an open-space deed restriction. Council members and city counsel clarified the buyer: the West Haven Housing Authority is the intended recipient and is operating under a DBA for this transaction. Committee discussion indicated the sale is intended to help the housing authority expand amenities such as parking but not to permit new structures on the lots; specifics will be discussed at the hearing.
Separately, the council discussed an offer from Donna Marie Giapini and Marino Lamorro to transfer title of a small, rocky lot on a paper road at 164 Roosevelt Avenue to the city. Committee members said the lot is approximately 0.07 acres, has no ingress or egress and is likely unbuildable, and contains large exposed rocks that could pose a hazard if left unmanaged. Council members expressed concern about acquiring an asset that would add maintenance liability without obvious use.
Mayor Dorinda Borer asked that the public-lands committee perform a flood assessment and outreach to adjacent property owners to determine whether neighbors would accept an interest in the lot before the city takes title. The committee agreed to hold the matter pending the assessment and neighbor contact; the chair announced the item would remain in committee until those follow-ups are completed.
Next steps: the council will hold the July 28 public hearing on the Campbell Avenue sale and the public-lands committee will research the Roosevelt Avenue offer, perform a flood assessment and contact neighbors before returning a recommendation to the full council.
