Council amends compensatory-time cap, tables holiday and vacation accrual changes for later review

The Montgomery City Council approved an amendment to the city’s policies and procedures manual to change the compensatory-time cap for full-time nonuniform employees from 40 hours to 80 hours.
Staff described the change as a housekeeping item intended to ease management of overtime and comp time for employees who work extra hours for events and other duties. The amendment passed by majority vote after staff explained the rationale.
Two related personnel items were not adopted at the meeting. A proposed expansion of recognized paid holidays (to add New Year’s Eve and Juneteenth) was tabled; a councilmember moved to table item 24 to allow discussion in a budget workshop. Similarly, a proposed change to vacation accrual mechanics and removal of an accrual cap (while preserving maximum payout limits) was tabled for further discussion at a July 14 budget workshop and to return to the July 22 council meeting.
