The Montgomery City Council authorized the mayor to sign a memorandum of understanding (MOU) for the New Largo Reserve development and allowed city staff and consultants to begin coordinating with the developer to draft a development agreement.
Staff said the property currently lies outside city limits and the developer will petition for voluntary annexation. The MOU includes clarification that if the property is in a Certificate of Convenience and Necessity (CCN) held by another utility, it is the developer’s responsibility to obtain the necessary documentation at their expense. The council approved authorizing the mayor to sign the MOU and move ahead with drafting the full agreement.
Staff also pointed out an outstanding item about on-site sewer systems versus connection to public sewer; if future owners do not connect to city sewer, city billing for sewer may not be possible and impact fees for sewer could be affected. The council’s approval allows staff and consultants to negotiate the detailed development agreement terms with those technical items in mind.
