City council hires Farnsworth Group to study public safety and administration buildings; appropriations amendment required

The Monticello City Council on June 23 approved Resolution 2025-46 to engage Farnsworth Group for a facilities study of the city’s public safety and administration buildings, with a committee request that the engagement cost not exceed $40,000.
Terry Summers, speaking for the Public Safety Administration Buildings and Needs Committee, said the committee formed in April to assess current facilities used by the volunteer fire and rescue department, the police department and city administration and to identify options and cost estimates. Summers told the council the committee negotiated a proposal from Scott Bergey of Farnsworth Group and recommended commissioning a study to produce options and cost estimates.
Summers said the proposal is for $35,500 and that the resolution authorized a “not to exceed” amount of $40,000 to allow for potential changes in scope. He also told the council that the proposed expenditure was not included in the fiscal 2025 budget or appropriation ordinance and that amending the appropriation ordinance will be required at a future meeting to fund the work.
Council members voted by roll call to approve the resolution. The council’s approval engages the consultant to produce the study; any contract award and payment will follow appropriation procedures once the council amends the appropriation ordinance.
Summers also noted other possible items that may be included when the city returns to amend the appropriation ordinance, including separate public works facility repairs; the council did not approve any construction or repair work at this meeting, only the consultant engagement.
