Board delegates bid-award authority for J/H modernization, extends lease for interim modular housing at PCY

The governing board delegated limited authority to staff to accept the lowest responsive bid for the modernization of Kindergarten Building J and Classroom Building H at Paradise Canyon and approved a lease renewal for interim modular classroom housing used during construction.
Melissa told the board the J and H modernization project has plans under review by the Division of State Architect; staff anticipated DSA approval and bids were advertised with a due date of July 24, 2025. Because the next regular board meeting is August 12, staff requested a resolution delegating authority to the superintendent (or designee) to award the contract to the lowest responsive bidder so construction can begin on or about Aug. 1, 2025. Board members approved the delegation by motion.
Staff said bids for the J/H modernization are expected to be in the multi‑million‑dollar range; Melissa later told the board a rough estimate for the project’s bids is around $8 million. The board asked how responsiveness would be evaluated; staff said they would use the district’s bond program manager, Harold Pierre, to assess responsiveness and would bring the contract back to the board on Aug. 12 for final ratification.
On a related construction item the board approved a lease renewal for interim housing at Paradise Canyon. The district currently leases 14 classrooms and one restroom building; staff has purchased three classroom buildings and will remove those three from the renewed lease so the district no longer pays for units it now owns. The current lease has options to renew for two additional years under the same terms. Staff said the lease requires the lessor (Class Leasing) to remove the buildings at the end of the lease and that the district is preparing foundations and ramps for the portables.
Both actions were approved to avoid delays in the modernization schedule and to ensure interim student housing during construction. Staff invited board members to an on-site walkthrough of the Paradise Canyon campus in the coming days to review progress.
