Board holds executive session on student transfers, then upholds denials and approves superintendent contract

The Broken Arrow Board of Education convened an executive session during its June 2 meeting to consider appeals of denied student transfer requests and a review of confidential educational records, citing the Family Educational Rights and Privacy Act and an Open Meeting Act exemption. The board returned to open session at 8:05 p.m. with no action taken in executive session.

In open session the board then considered and approved a new employment contract for Superintendent Chuck Perry. A motion to approve the contract passed on a roll-call vote recorded as affirmative for Doctor Williams, Mrs. Taylor, Doctor Roulette, Mr. Cockrell and Mr. Allen.

Following the contract approval, the board heard motions to uphold the superintendent’s recommendations and deny four student transfer requests (identified in the record as Student A, Student B, Student C and Student D). Each motion to uphold the recommendation carried by roll call; the meeting record shows yes votes from the same board members for each denial.

Meeting minutes state the executive session began to consider the appeal of denied student transfers and a review of confidential educational records “whereby disclosure of any additional information could potentially violate FERPA pursuant to 25 s section 307 b 7 of the Open Meeting Act.” No action was taken during the executive session itself; the formal actions (contract approval and transfer appeal decisions) occurred in open session with recorded votes.
