Council awards JBL contracts for sewer lift-station roofs and Rock building repairs

Westmoreland City Council unanimously approved bids to JBL to repair roofs at the city’s sewer lift stations and to repair the city’s Rock building, with members discussing scope, safety and budget timing.

Council amended the motion so the sewer lift station award covered all four pump-station buildings; the amended award and the original motion to contract with JBL passed unanimously. Council members and staff described active leaks, electrical safety concerns within the lift stations and the need to replace mechanical components and cut back corroded sections to safeguard staff and facilities.

Meeting discussion included cost estimates presented in-session. One speaker cited a single-station figure of about $31,000–$31,900; council discussion noted that doing all four would amount to “$120,000 plus” (the meeting referenced both $120,000 and $124,000 in the budget discussion). For the Rock building repairs, the packet and meeting discussion recorded an award amount reported as $46,005.67.

Council members asked whether the funds could come from the current fiscal-year budget rather than next year’s allocation; staff advised the money was available in the current budget and that completing the projects now would use current-year funds but avoid delaying repairs. The council voted to award the contracts to JBL and to proceed with all four lift-station roofs; the record shows unanimous passage on both the amendment and final award.

Staff described the Rock building scope as pressure washing, resealing block where mortar has cracked, repairing a bay door where the lintel broke, rebuilding a back wall, and replacing or refurbishing back windows and doors. For the lift stations, staff said the scope includes roof replacement and work around mechanical penetrations and electrical components.

Council directed staff to proceed under the awarded contracts; staff will report back as work progresses and as expenditures are processed.
