The Board of Supervisors approved special-use application SU2055 to permit a domestic-horse use on a 92.15-acre parcel (RPC 2500000 5700) at 1218 Harbor Heights Drive.
Abigail Currington presented the staff report, describing the parcel as zoned PRD and developed with a home and accessory structure. The applicant’s concept plan showed a 12-by-24 run-in shed and a paddock area of approximately 12 acres. Planning staff said the applicants currently own two horses and may acquire one or two more in the future; the Planning Commission held a public hearing on June 3, 2025, took no citizen comment, and recommended approval 5–0 subject to staff conditions requiring general conformance with the concept plan and compliance with ordinance standards.
Edwin and Kim Jackson (applicants) told the board they intended to clear about 12 acres for horses, leave the remainder wooded, and use the property for trail riding and retirement; one applicant said, “We plan to clear just 12 acres for the horses. We just wanna trail ride, bring our horses with us, and leave the rest wooded.”
Supervisor Johnson moved to approve the special-use permit; Supervisor Bainsley seconded. The board approved the permit by roll call. Staff noted any changes to the approved layout that increase impacts to adjoining properties would require an amended special-use permit.
