The City of Knoxville Design Review Board considered an after-the-fact review of revisions at 721 Oglewood Avenue on June 18 and postponed action to the July meeting so the applicant can appear and explain deviations from the approved plans.
Staff reported that the home’s construction deviated from approved drawings: the applicant omitted a chimney as allowed, installed 1-over-1 single-hung windows where plans showed paired windows in some locations, replaced brick porch piers and lattice with a concrete block foundation for the porch, and did not construct several gable fields and eave overhangs shown in the approved elevations. The building inspector referred the case to the board after identifying the deviations during construction review. Staff recommended approval of the changes subject to conditions: trim for windows and doors as shown on the approved plans, final door specs to be submitted to staff, lap siding as the primary material, walkway to the street, and native shade trees in yards.
Board members commended inspectors for identifying the deviations and several members said many of the elements visible in photos appeared incomplete and might represent temporary conditions. Multiple board members said they wanted to hear from the applicant before taking any final action. The board then moved to postpone the after-the-fact review until July to allow the applicant to join the meeting and explain the construction decisions and any outstanding work.
The postponement requires the applicant to appear at the July meeting or otherwise provide staff with the missing information and final specifications for siding, trim and doors so staff and the board can determine whether the built work conforms to the approved COA or requires corrective action.
