Mills County Central Appraisal District budget approved after staff hires, software cost rise

The Mills County Commissioners Court voted unanimously June 23 to approve the Mills County Central Appraisal District budget, after district staff described a modest overall increase driven by contracted services and personnel costs.
Laurie, an appraisal-district official, told the court the budget showed "a little bit of an increase...in the amount of $39,000 over last year," mostly driven by contracted website and GIS services provided by BIS and by hiring certified appraisal staff. Michael Hall, interim chief appraiser for the district, told commissioners the district plans to certify a new in-house appraiser in July and that a recently hired experienced employee is scheduled to start July 7.
District staff said the BIS contract accounts for roughly half of the increase because a number of previous vendor discounts have been discontinued. The district also said some contracted valuation services — including Pritchard & Abbott for wind-turbine appraisals — saw rate increases.
Laurie told commissioners the district will evaluate whether to continue contracting appraisal work to outside firms after new staff are settled and the appraiser is certified. Commissioners approved the budget by voice vote with no recorded opposition.
The court did not set aside additional county funding at the meeting; staff said certified property values will be provided to commissioners in July and that the county will review certified numbers when they arrive.
