Board awards Newberg High floor‑replacement bid; testing found asbestos requiring remediation

The Newberg School District awarded the Newberg High School 2025 classroom floor replacement project to low bidder Salem Carpet Installations, staff said, and noted subsequent testing identified asbestos in the adhesive that will require remediation and a likely change order.
Staff described the scope as removal of existing carpet, grinding remaining adhesive and polishing concrete classroom floors. The recommended low bid by Salem Carpet was accepted because the firm had opening capacity in its schedule; staff said Salem provided references and is ready to begin. The board approved the award unanimously.
During discussion, staff said testing of the adhesive (mastic) returned positive results for asbestos, meaning remediation work will be required and a change order is anticipated. Staff also said the project is expected to remain confined and will not interfere with district summer programming; affected areas will be sealed during remediation.
Staff noted that initial budget estimates had ranged (a previously cited number was about $88,000) and that once remediation and contingencies are factored in the project could approach prior contingency estimates near $180,000. The district will provide updated costs as change orders are finalized.
