District outlines California Community Schools Partnership plans for four sites

Hueneme Elementary School District staff told the governing board that four school sites will implement the California Community Schools Partnership Program (CCSPP) grant this year, with plans focused on whole-child supports, family and community engagement, shared leadership and extended learning.

Irma Delgosa, senior director of student support services, said the district received CCSPP funding as part of cohort 3 and that the grant was awarded in May 2024. The four grantee sites named in the packet are Hathaway and Williams Elementary Schools and Blackstone and Green junior highs. "The grant supports schools using a whole child approach," Delgosa said. The program requires new, non-supplanting activities and the hiring of site coordinators; Delgosa said the district has already hired four community coordinators, one per site, who will begin contract work July 1.

Delgosa described required components: integrated physical and mental health supports; meaningful family and partner engagement; collaborative leadership including advisory councils; and extended learning beyond current after-school and summer activities. She emphasized that CCSPP funds must create new activities and not supplant programs the district already provides.

The item was presented for information; staff said implementation plans are living documents and will be updated as site teams complete needs assessments, surveys and asset mapping. The board asked clarifying questions about funding source and supplanting; staff confirmed the money is state funding provided through the CCSPP grant and that activities must be new to the sites or targeted at newly hired staff who have not received prior training.

Staff said they will provide regular updates to the board as the planning year moves into implementation.
