Hergenraider said the proposed changes include relatively small increases and that the department modeled a 5% drop in renewals to account for possible cancellations after fee increases. Staff reported the Sam Johnson Recreation Center pass price would remain unchanged at $15 and that a “mild increase” was proposed for the senior full‑pass price; she said staff did not conduct a formal impact study but factored an assumed attrition percentage into revenue projections. A councilmember noted the department’s comparative analysis showing city fees remain lower than commercial alternatives.
A motion to approve the revised Parks and Recreation fee schedule passed 8–0. Staff said the increases are intended primarily to offset rising costs such as labor and utilities and that revenues are expected to recoup short‑term attrition in subsequent years.
