Council reviews five-year CIP packet, directs departments to rank fiscal-year requests

The Lampasas City Council received an overview of the draft five-year Capital Improvement Program packet and a new request that each department prioritize next fiscal year’s requests by fund.

The presentation said departments provided project certification sheets listing project names, asset location, planned fiscal year, funding source, project description and justification. Individual fund requests — for example general fund projects — must now be ranked against other requests in the same fund from most to least important.

The committee described the process used: the CIP committee met separately with electric, water, wastewater, streets, police, fire, parks and general fund staff to assemble the five-year packet and to extract one-year priority rankings. The presenter noted some packet pages did not make it into the online packet but were distributed to councilmembers.

Council members asked clarifying questions about how projects paid from the same fund would be compared and whether single-request funds (for example aviation) would appear in the final prioritized list. The presenter said all such requests will be included in the final report.

No formal vote was recorded on the CIP packet during the discussion; staff said the prioritized lists will be compiled into the final report for future council action or budget consideration.
