Plano council discusses arts master plan, directs small subcommittee and cross‑department work

Michelle Hawkins, Downtown Plano manager, introduced the Cultural Arts Master Plan update and invited consultant David Plettner Saunders of Cultural Planning Group to brief the council on recommended implementation priorities on June 24.
Plettner Saunders said the plan covers a broad creative economy in Plano that extends beyond nonprofit arts organizations to include creators, makers and creative businesses, and recommended starting with four tactical actions: a cross‑departmental implementation committee with community representation; a consolidated arts calendar and communications strategy; a redesign of the city’s arts grant program alongside development of a “Friends of the Arts” fundraising foundation; and a venue study to identify smaller flexible performance and rehearsal spaces and relieve pressure on larger theaters.
Councilmember Levine urged early involvement of local arts groups, including CAP, in designing any revised grant program and suggested the city prioritize venue availability so Plano organizations “stay in Plano.” Other councilmembers favored a phased approach with quick wins such as an improved calendar and marketing; Deputy Mayor Pro Tem Homer and others recommended that staff include best practices and one‑year benchmarks from other cities. City manager staff cautioned about precedent when directing city resources for marketing or utility‑bill inserts and recommended starting with a small council‑staff working group.
Mayor John Muns said he and leadership would form the subcommittee with the mayor pro tem and deputy mayor pro tem to work with staff on cross‑departmental implementation and bring back actionable items this fall. The council did not adopt a formal ordinance; the action at the meeting was direction to staff and the mayor’s office to form the working group and begin prioritized implementation work.
