Upson County commissioners voted on Tuesday to reject all bids for a new irrigation system at the county soccer complex after staff reported a wide spread in bid prices and at least one incomplete bid submission.
Staff told the board the county estimate differed substantially from submitted prices and that the two lowest bidders spanned a range of about $50,000; one apparent low bidder lacked a complete submission. Given the disparities, staff recommended rejecting all bids and either rebidding the work or pursuing alternative approaches.
Vice Chair Watson told colleagues he had repeatedly suggested developing a master plan for the county’s sports complex to better position the county to host tournaments and guide future investments across soccer, baseball and softball fields. Watson suggested short-term fixes to get through the current season with “less than $20,000 worth of work” if feasible while pursuing a longer-term plan.
A motion to reject all bids carried on a unanimous vote: Commissioner Jones — yes; Commissioner Biggs — yes; Vice Chair Watson — yes. The board directed staff to explore other procurement options and to consider a master plan in a future work session.
