Medina County adopts updated Emergency Operations Plan; EMA outlines training, grants and dive-rescue progress

Medina County Emergency Management Agency (EMA) presented an updated Medina County Emergency Operations Plan (EOP) to the Board of Commissioners on Tuesday; the board adopted the plan by roll call.
Ben (EMA) said the plan guides county response to major incidents and was completed to meet obligations under the Ohio Revised Code and a county EMA agreement covering all jurisdictions in Medina County. "This plan covers all jurisdictions of Medina County since everybody has signed that agreement," he said. The commissioners approved the resolution adopting the plan by roll call.
EMA provided a quarterly operations briefing, reporting 44 trainings year-to-date across first-responder teams, including three federal grant-funded hazardous-material trainings focused on lithium-battery incidents, rail response and other hazmat scenarios. Ben said the county has completed public safety diver training for 10 certified divers and that a final class (DR-1) would run the coming weekend to make the dive team operational.
Ben also said the county’s Community Rating System renewal for National Flood Insurance had been submitted and approved, which will provide discounts for flood-insurance policyholders in Medina County for the coming year. He reported the Nexus Pipeline exercise was hosted with about 33 participants and satisfied the county's annual LEPC exercise requirement.
EMA staff discussed grant activity: the homeland-security grant that supports a radio tower project received an extension through Dec. 31, 2025, and the county expects official paperwork from Ohio EMA soon; mitigation-plan updates will be submitted to Ohio EMA and FEMA for approval; and several FEMA grants have been finalized and closed out. Ben said the Emergency Management Performance Grant (EMPG) that funds EMA personnel is being drawn down for FY2024.
Ben also announced a current job posting for an Emergency Management Specialist on the county website and invited qualified applicants.

Commissioners thanked EMA for the update and acknowledged the role of grant support and training in county preparedness. The EOP adoption gives county jurisdictions an updated operational guide while EMA continues grant implementation and team certification work.
