County staff reported TxDOT expects to complete design and be ready to advertise for construction in 2027, subject to floodplain, hydraulic and environmental constraints. The right‑of‑entry is to allow TxDOT design personnel access to Lions Park property for surveying and other design tasks. Commissioners approved the entry request unanimously.
The action permits TxDOT to proceed with the design phase; any construction, cost allocation or schedule updates will be reported back to the court as they are developed.
