Commissioners and staff discussed procurement details and timing. Gibbons and other staff said the county has no dedicated purchasing officer and that this was the first competitive solicitation of this scale handled in-house; staff sought the court’s approval to publish the RFP and accept sealed bids. Gibbons said lead time for manufactured kennels is expected to be several months (contractors referenced a 3–6 month lead time), and installation is part of the broader building contractor’s scope.
The initial vote to approve the RFP carried on a 4–1 vote. Later on the agenda the court considered a separate item to publish sealed bids. Staff recommended a submission deadline in mid‑July (sealed bids due to the county clerk on a Friday in July with public opening the following Monday). The court voted to republish the RFP and set the sealed‑bid timetable publicly.
Commissioners and staff noted the procurement is a key step for the larger Animal Services facility project: the kennels are a critical path item because without them the facility cannot be used to house animals. Staff also confirmed that the county will follow its RFP rules and county attorney review prior to final award.
No contract award was made at Monday’s meeting; the court directed staff to proceed with republication, accept sealed bids, and return with bids and recommendations for public award action.
