Board grants certificate for porch work at historic 1870 house after retrofit debate

The Madison Historic Board of Review on June 17 granted a Certificate of Appropriateness for porch railing work at 126 Wall Street, a contributing frame building from about 1870, after extended discussion about historic character and materials.
Mike Estes, the property owner and applicant, told the board he owns multiple downtown houses and that trees had repeatedly damaged the porch over several years. He said he replaced the railing to restore a functional porch and applied for approval after the work was partly completed, explaining he “immediately emailed Nicole” at city staff the night he received a letter and then came to City Hall to meet the application deadline.
Staff and board members noted that the house is a contributing 1870 structure and so draws closer scrutiny than noncontributing houses. Board members praised the applicant for coming forward but criticized the installed railing and materials as “not appropriate for that particular architecture,” urging more historically compatible choices for ongoing or future work.
A board member advised the applicant that if a covering or roof is later added, the existing uprights will likely need to be replaced with taller, load‑bearing posts and recommended using painted wooden posts and spindles to match historic character. Another member noted a building code point: “code doesn't require a railing for anything less than 30 inches from the ground,” a factor the applicant may consider for future designs.
After findings of fact, the board voted to approve the proposed porch work. Roll call for that vote included Bill Jewell (approve), Happy Smith (approve), Chris Cody (approve), Ken McWilliams (approve), Bridal Rogers (abstain), Jared Anderson (approve) and Jed (approve). The board recorded the outcome as approval; staff told the applicant he could pick up paperwork at City Hall or request mailing.
