The LRC courts proposal drew comment from a member who said a resurfacing could cost roughly $25,000 and that donors who contribute to the courts want certainty that their gifts will be used for that purpose. Staff said the article language was drafted with guidance from the Maine Municipal Association (MMA) to allow the select board to accept and deposit gifts directly into a named nonlapsing reserve account so funds are restricted to the stated purpose.
Board members and staff discussed the form and sequencing of the articles because a single combined article that both established a reserve account and appropriated funds could be interpreted as a compounding question for voters. The board decided to split the elements so voters would first vote to establish the reserve account and then vote on the appropriation, with the appropriation explicitly contingent on the establishment vote. The board approved the recommendations and directed staff to finalize the wording to ensure consistent account names between establishment and appropriation articles.
The board also recommended establishing the sand‑salt shed account and the $5,000 appropriation subject to the preceding establishing article. Members asked that the sand‑salt language explicitly refer to replacement of the existing shed and to include maintenance in the purpose so that both repair and eventual replacement would be allowable uses.
