Council member Joe, speaking as the city's emergency management coordinator, told the Lebanon City Council on June 23 that the city has opened a cooling shelter and urged residents to check on neighbors during a heat wave expected to last through Wednesday into Thursday.
"The lobby is open," Joe said, noting the library and YMCA are also available as cooling locations. He recounted a recent case in which a visiting physician notified city officials about an elderly couple whose window air conditioner was not installed; city staff and volunteers went to North Ninth Street and "got it working," he said.
Joe described the outreach as a community safety effort rather than an opportunity for praise and asked residents and the media to help identify vulnerable people who may need assistance during extreme temperatures. The council did not take formal action during the meeting; the measures described were operational and outreach-focused.
