Kramer described the bottom floor as planned for the business office with the existing drive‑through tellers retained; the top floor will include a training/conference room sized for about 25 people, HR offices, IT storage and an ADA‑compliant elevator. He said architectural plans are approved and that the design will expose rafters and use painted concrete finishes on the upper floor to achieve an economical aesthetic.
Kramer told the council that abatement work by Carrie Environmental Services would remove flooring, ceiling tiles and other materials and that licensed contractors would handle asbestos removal in accordance with state regulations. He estimated the contractor’s on‑site timeline at roughly two months for abatement phases and noted another contractor, Kingstree, would address punch list items and parking lot resurfacing under a separate forthcoming contract.
Councilman Dyer asked whether the drive‑through location aligned with Grand Avenue; Kramer replied that entrance, parking resurfacing and improved lighting are addressed in the subsequent contract that will include site surfacing and lighting improvements.
An approving motion for the Carrie Environmental Services agreement passed by oral vote. Kramer said the contractor would likely begin work next week and that some trades and contractors might be on site about three months as the overall renovation proceeds. Staff noted they will use trained asbestos abatement crews and follow state disposal regulations.
Additional details Kramer provided included the intent to preserve the existing bank teller drive‑through functionality and to relocate some functions (for example a kiosk) to the new layout; staff said the project is intended to remain within the provided budget and to be cost‑effective.
The council approved the abatement service agreement to begin site work and directed staff to return with contract approvals for remaining construction and site work items.
