Council approves $4.03 million contract for landfill gas collection; landfill work remains ongoing

The Bristol Virginia City Council authorized the city manager to execute a contract with Harndon Group LLC for the Stage 2 landfill gas collection and control system (SW-25-002) after staff reported Harndon was the lowest responsive and responsible bidder.
Tamara reported the invitation to bid for SW-25-002 was issued Feb. 18, 2025 and two sealed bids were received; after evaluation Harndon Group LLC was deemed the lowest responsive and responsible bidder. Tamara said addenda were issued in April to update forms and address questions prior to bid opening.
Council discussion noted the project’s scale: staff said the Harndon Group bid was $4,026,210 and that Harndon is based in Harrisburg, Pennsylvania and will use subcontractors to perform work at the city landfill. Councilmembers stressed the landfill is closed to public disposal but not finished as a capital project: one councilmember reminded residents that “just because the gate’s closed over there doesn’t mean it’s finished.”
Council and staff reiterated that the landfill remediation continues to be a major and ongoing expense for the city. During the same meeting staff told council that the landfill remediation program resulted in substantial DEQ receipts recorded in the general fund through March 31, 2025; council members earlier referenced an estimated ~$9 million cost for landfill work this fiscal year and noted ongoing yearly costs will continue.
The motion to authorize the city manager to enter into a contract with Harndon Group passed on a roll-call vote with all members voting in favor: Farnam — yes; Holmes — yes; Osborne — yes; Pollard — yes; Nate — yes. Staff and council described this as one of multiple landfill-related procurements the city expects to manage in coming years.
The authorization directs the city manager or designee to execute the contract consistent with the published invitation to bid; staff will oversee contractor coordination and subcontractor work at the landfill.
