Council unanimously releases LCA drill sites to Future Development zoning and approves cemetery SUP

The Odessa City Council unanimously approved three related zoning items from applicant LCA to release designated future-development drill-reservation tracts and reassign them as Future Development (FD) zoning, and separately approved a specific-use permit for a cemetery on one of those tracts.
City staff said the zoning action removes the drill-reservation designation so each site can be developed later; developers will return later to request the specific assigned zoning for the proposed uses. Staff reported internal circulation to city departments with no objections. Planning and Zoning Commission had previously approved the cemetery permit 5-0 on June 5, 2025.
There were no public speakers on the three items. Each request was moved, seconded, and approved by unanimous voice vote. The council recorded motions to approve the drill-site releases and the cemetery specific-use permit; staff will proceed to process the sites for future development pending subsequent zoning applications from the applicant.
