A proposal to advertise a draft ordinance that would allow the Millersville Borough Council to change committee structures by resolution failed on a 2‑4 voice/roll‑call vote after extended debate.
The draft ordinance sought to amend section 9‑3 of the borough ordinances to permit the council to set or dissolve committees at times other than the annual reorganization meeting. Proponents said the change would add flexibility and make committee work more accessible to the full council. Opponents said the council is near the end of its current two‑year term and the next council should decide committee structure.
During debate one council member said they "strongly object to this" because a new council would take office in January 2026. In a roll call that followed, Council member Cockle voted aye; Council members Gerber, Guyverson and Galea voted nay; Kurlovich said he would "go along with it" at the time; and Council President Lane said he would vote against it. The president announced the motion failed with two in favor and four against.
The council did not change the ordinance at the meeting and no advertising for the draft ordinance will occur. Staff circulated sample agendas and clarified that the ordinance would not dissolve committees but would allow more flexibility to set committees by resolution if the council chooses to do so in the future.
