Board approves Town of Clintwood and PSA annual plans; renews John Flanagan Water Authority for 50 years

The Dickenson County Board of Supervisors on Tuesday approved annual plans that let the Town of Clintwood and the county’s Public Service Authority (PSA) use their FY26 appropriated severance and other funds on water and sewer projects.
County staff said the Town of Clintwood expects to receive $53,450 in severance funds and plans to apply its share toward preparatory work and repainting two water storage tanks at Red Onion; the total project cost was presented at about $300,000, with the town covering the balance.
The Dickinson County PSA submitted its annual plan listing approximately $534,469 in anticipated severance receipts and project priorities, including interconnect projects and sewer rehabilitation work in Hayside; the board approved the PSA plan as presented.
Separately the board approved a resolution to extend the John Flanagan Water Authority’s charter for an additional 50 years. County staff explained the authority was originally created in the 1970s with a 50‑year term that requires renewal by the member governments (Dickenson County, Buchanan County and the towns of Clintwood and Grundy) if the authority is to continue.
Members discussed water‑rate and severance‑share questions during the Flanagan extension conversation; supervisors asked whether the 10% split of severance funds to Clintwood (vs. 90% to the PSA) could be revisited in a future agenda item.
All three actions — Clintwood’s plan, the PSA plan and the Flanagan extension — were approved by the board during the meeting.
