Dickenson County board approves ordinance allowing 1.5% employee bonus from state allocation

County Administrator Mister Barton told the board the amendment provides a 1.5% bonus for Compensation Board employees, Department of Social Services staff and other county agency employees, but that local ordinance approval was required before the county may distribute the payments.
The board approved the enabling ordinance and separately authorized county staff to disburse the payments. The implementation motion directs the county administrator to make the bonus payments, and the approved plan includes a $250 flat bonus for part-time employees and a 1.5% adjustment for full‑time wages. The motion also explicitly includes members of the electoral board, whom the state had specifically mentioned in the allocation.
Board members used a roll-call process for the ordinance vote; several supervisors abstained from the ordinance vote. On the implementing motion to permit payment and direct staff, the roll call recorded abstentions from Supervisor Traul and the chair; Supervisors Geiser, Willis and Love voted yes.
Barton told the board the July bonus will replace the usual year‑end “Christmas” bonus and that staff would be notified of that change before the payment. He also reiterated that the authority to distribute the fund comes from the state budget amendment and that the county is acting only to enable payment to local employees.
The action applies to full‑time county employees covered by the Compensation Board and county agencies cited in the state language; the county will pay the part‑time flat amount to eligible part‑time employees.
The board’s approval comes ahead of the county’s payroll cycle for July; the administrator will coordinate payroll adjustments and notify affected departments about timing and eligibility.
Several supervisors discussed the decision during the meeting and recorded their votes during roll call. No legal or policy changes beyond the enabling ordinance were adopted.
