Commission approves vacate and replat to consolidate Saint John Baptist Church property at 6800 Huebner Road

The Leon Valley Planning and Zoning Commission voted unanimously to approve a vacate-and-replat that merges multiple platted lots and an unplatted tract into a single 9.035-acre lot to accommodate the expansion of Saint John Baptist Church at 6800 Huebner (Evers) Road.
Planning staff described the request as a vacate of existing subdivision plats followed by a replat to create one new lot that will hold an expanded church building, additional parking and a required detention pond. The proposal combines two platted lots and approximately 1.656 acres of unplatted land into the new Saint John Baptist subdivision.
"As of yesterday, they did meet all the requirements of the subdivision ordinance, and the city engineer has issued a letter of approval," Ms. Huerta told commissioners. She said the engineer required that an easement be platted prior to recordation; staff recommended approval subject to meeting that requirement.
Staff said 50 notices were mailed to nearby property owners; the record showed two letters of opposition and three returned as undeliverable. Ms. Huerta read the two written objections into the record: one requested denial describing the change as "not in the best interest of our Pavona Ridge neighborhood," and the other expressed concern about loss of rental income at a specific address, which staff clarified would not be affected because the replat pertains to church-owned property.
A resident who identified herself as Holly Zook of Pavona Place testified during the public portion that the mailed notice was confusing and she had come to the meeting for clarification; she said she was ultimately supportive after staff explained the proposal. Pastor Price of Saint John Baptist Church attended but declined to offer additional remarks during the hearing.
Commissioners asked whether the city engineer's letter could be provided to the commission and whether the required easement was shown; staff said the letter exists and that the easement would need to be plotted before recordation. The public portion was closed and a motion to approve the vacate-and-replat was made and seconded; the commission voted unanimously in favor.
The approval is conditioned on compliance with the city engineer's comments and the subdivision ordinance; staff will require the plotted easement prior to recordation of the new subdivision.
