Jackson County committee renews PayIt contract pending software transition, staff say

The Jackson County Finance and Audit Committee voted to recommend adoption of Resolution 21,916, a 24‑month extension of a cloud-based software-as-a-service contract for the Collections Department with PayIt LLC of Kansas City under NASPO contract AR3761.
County staff described PayIt as a Kansas City–based vendor the county has used for online payments. A purchasing official said the county does not pay PayIt a subscription fee; the vendor collects transaction fees from users. The contract expired March 23 and the committee approved a renewal to maintain service while the county implements a new collections software system.
County Counselor Whitney Miller said the contract is a term-and-supply agreement. A county representative explained PayIt is currently treated as a sole source because it was the only vendor willing and able to integrate with the county's existing payments software during the prior procurement. Staff said the county will implement a new collections system on July 21 that includes payment capabilities and could allow consolidation or a switch to another provider.
Committee members asked whether the renewal would obligate the county for the full 24 months; staff replied the contract includes provisions to end or replace the service if PayIt fails to meet contract terms or if county software changes allow a different configuration. The committee recommended adoption by voice vote.
The county plans to maintain PayIt during the transition to the new collections platform, but staff emphasized there are contractual mechanisms and procurement processes available should the county decide to change vendors.
