During the swearing-in, Jane Budd said, "I, Jane Budd, do solemnly swear that I will support and defend the Constitution of the United States and the Constitution of the state of Utah, and I will discharge my duties with fidelity." The mayor congratulated her and noted the council’s enthusiasm about her appointment and participation in city work.
