Council adopts ordinance to reflect North Davis Sewer District pass-through rate increases

The Clearfield City Council voted unanimously to amend the city’s consolidated fee schedule to reflect upcoming rate increases passed by the North Davis Sewer District.
At a public hearing, Rich Knapp, a staff member, explained that the North Davis Sewer District adopted higher user charges in April that increase the monthly sewer base charge the city levies on the district’s behalf. Knapp said the base charge residents now see as $21.50 will increase to $24 beginning July 1 and that an additional scheduled increase will move the base to $26.50 in July 2027. He said commercial customers face a similar base increase and a separate 25-cent-per-thousand-gallon increase to their usage charge.
"North Davis Sewer District back in April updated their user charges, increasing the monthly, sewer charge that we levy on their behalf by $2.50 per month. This will take effect July 1," Knapp said during the hearing.
Council members clarified that the change is a pass-through from the Sewer District and not a new city fee; the city staff separates the charge on customers’ bills so residents can see it distinct from the city’s sewer fee. Following a public hearing with no public comment, the council moved, seconded and voted to approve Ordinance 2025-16 amending the consolidated fee schedule.
The ordinance formalizes the billing change so the district’s updated charges appear separately on Clearfield utility bills as required for transparency. The ordinance was approved by unanimous council vote.
