The Osseo School Board on June 24 approved a resolution renewing district membership in the Minnesota State High School League (MSHSL) by a recorded vote of 6–0 after an extended discussion during the consent-agenda period.
During discussion, Director Foster said she supports athletics but urged MSHSL to “evaluate its approach to gender versus *** based sports categories most notably allowing biological males to play in girls sports.” Foster said her position is that “participation in athletics should be based on biological *** rather than gender identity,” and cited Title IX as a guiding statute for equal opportunities for female athletes. Foster said her intent was not to diminish any student’s dignity but to urge rules that she said preserve competitive fairness and safety.
Other board members expressed a different emphasis. Director Mitchell acknowledged community concerns and legal questions but emphasized that the Minnesota State High School League is the governing body that sets eligibility rules for athletics, music, speech and other activities. Board Chair Tanya Prince and other members stressed the district’s role is to implement governing rules while supporting student participation and safety. Several board members said they want continued dialogue and monitoring of pending lawsuits and Title IX interpretations.
The board then approved the consent-agenda resolution renewing membership in the MSHSL; the board vote was recorded as 6 ayes, 0 nays.
