Osseo board approves 10-year facilities maintenance plan, front-loads deferred maintenance for high schools

The Osseo School Board on June 24 approved the district’s revised 10-year long-term facilities maintenance plan, a document required by the Minnesota Department of Education, and set the path for multiple summer and multi-year construction projects.
Dale Carlstrom, director of facility operations, told the board the LTFM submission includes detailed expenditure and revenue projections required by MDE and is coordinated with the district’s debt plan so the district can minimize tax-rate impacts while addressing deferred maintenance. The plan front-loads critical mechanical and deferred-maintenance work at Maple Grove Senior High, Osseo Senior High, Park Center Senior High and several priority sites including Maple Grove Middle School, Willow Lane and seven elementary schools.
Assistant Director Jeff Arthurs reviewed this summer’s construction schedule and said the facilities team has embedded LTFM scope into Build A Better Future projects. He said more than 50 owner-managed projects are scheduled this summer, including mechanical plant and locker-room work at Maple Grove Senior High (about 30% of the building’s mechanical equipment is being replaced over phased summers) and an 18-month chiller-plant and locker-room renovation at Osseo Senior High scheduled to conclude in August 2026. Maple Grove Senior High phase work is expected to continue through summer 2027.
Carlstrom said district consultants helped project state aid, levy and bond distributions and the plan assumes a flat tax rate over the life of the plan to reduce taxpayer impacts. If the board approved the plan, staff said a preliminary LTFM levy request would come to the board in September and levy certification would be on the December board agenda.
Board members thanked facilities staff for the planning and execution work; the board approved the plan by roll-call vote 6–0.
Action: Board approved 10-year LTFM plan and directed staff to present levy certification steps in the fall.
