Mill Creek authorizes short extension of PlanScapes landscaping contract, caps spending at $80,000

The Mill Creek City Council on June 24 unanimously approved an amendment to extend the city’s landscaping services contract with PlanScapes Inc. through Dec. 31, 2025, keeping the same pricing and limiting the extension to no more than $80,000.
City staff told the council the extension is needed because the original 2022 one-year agreement included two one-year extension options and those extensions expire June 30, 2025. Staff recommended a mutual extension through the end of the calendar year and said an RFP for a new landscaping contract will be issued this fall.
Staff member Keegan said the contract covers the city’s parks, medians and city buildings and that “they performed well for us.” Keegan told the council staff calculated anticipated costs from recent years and estimated the extended period would cost approximately $77,000 to $79,000; the amendment will not exceed $80,000.
Councilmember Mary (first name only in the transcript) moved to “authorize the city manager to execute amendment number 1 to contract 2022-1683, extending the term of the agreement with PlanScapes Inc., and setting the compensation for the extended renewal term.” An unnamed council member seconded and the motion passed unanimously.
The city said services under the contract are invoiced monthly as delivered and that PlanScapes had not raised prices during prior extensions. Staff will advertise a request for proposals this fall to select the landscaping vendor for the next multi‑year term.
