Robert Rivera, director of facilities and services, told commissioners the additional allocation of $131,181.25 does not fund restrooms. "At this time, no. It will not," Rivera said when asked whether restrooms were included. He explained that the site lacks sewer service and sufficient electrical capacity, which complicates restroom construction.
Rivera said staff considered a waterless restroom solution but worried it would amount to an upgraded portable toilet rather than a permanent facility. He said the county will reassess restrooms during the park master plan process; if the park expands to multiple fields, Rivera said the county may need two facilities or a larger single facility. Once a scope is set, Rivera estimated construction would take about four to six months and cost roughly $150,000 to $300,000 depending on the size and number of compartments.
Commissioner concern centered on constituent expectations and seasonality: one commissioner asked to receive monthly email updates because local teams had been moved to East Mesa and families expected restroom improvements during baseball season. Rivera agreed to supply monthly reports.
The consent agenda motion to approve items 1'14, which included the change order for East Mesa Baseball Park, passed unanimously.
Staff said the current change-order scope focuses on finishing park amenities; restroom design and infrastructure upgrades will be considered later so the county can size sewer and electrical connections correctly before construction.
