City staff said the council must grant special permission for BYOB in parks because the city—s park rules do not allow alcohol without council approval. Staff noted they are working with the fair board and police on operational parameters and recommended extra patrol presence similar to other city events. "That way, if something does happen, then it doesn't fall on the city's liability," staff said, referring to a proposed liability form the city would require.
Councilors debated timing and details briefly and voted to approve the fair board—s request to use the field; the council also directed staff to bring the liability form forward at the first July meeting for approval.
