Hamilton County awards $1,415,480.79 contract for Resurface Project 25-02

Hamilton County on June 23 approved a $1,415,480.79 contract award to E and B Paving for Resurface Project 25-02, a resurfacing job described by staff as extending to the bridge over Geist Reservoir in Fall Creek Township.
The decision came after county highway staff presented four sealed bids and recommended awarding to the low bidder. "They have a draft of the contract ready to go and be signed," a highway department staff member told the board during the meeting. Commissioner (unnamed) asked, "Why are these bids a million dollars less than what the engineering recommendations?" and staff said they would investigate cost components, including asphalt prices.
The bids disclosed by highway staff were: Calumet, $1,587,000; Reeth Riley, $1,453,000; DC Construction Services Inc., $1,482,296.50; and E and D/E and B Paving with a low bid reported in the meeting at $1,415,380.79 (the award later recorded as $1,415,480.79 and executed as the contract amount). County staff noted the county estimate had been higher because of surface material (SMA) and asphalt price assumptions.
Commissioners approved the motion to award the contract; the board voted in favor and the motion carried. At the same meeting staff said the project is part of a Community Crossings-style program and that contract documents will be executed and signed following the award.
County staff and commissioners said they will follow up to confirm why bids were below the prior engineering estimate and to finalize contract execution and project scheduling. The county did not provide an exact start date for the work at the meeting.
