Planning commission backs reconfigured Summer Wind Trails phases 2–5, recommends approvals

The Calimesa Planning Commission voted to recommend approval of a package of entitlements for the Summer Wind Trails phases 2–5 project, including an environmental assessment addendum, a general plan amendment, a specific plan amendment, tentative tract and parcel maps and a proposed development agreement that would run 10 years with one optional extension.

Commissioners and staff said the proposal reconfigures previously approved phasing to reduce upfront infrastructure needs, relocates a school site, removes a planned water reclamation facility to allow additional housing, and shifts some trail and circulation alignments.

Staff senior planner Celine Seville told the commission the site covers about 853 gross acres in the city’s northwest area near the Interstate 10 and Santa Ana (Santa Mateo) Wash corridor and that the combined amendments would allow 3,099 single‑family dwelling units across phases 2–5. She said the proposal would create about 82 acres of park and open space and reserve roughly 13 acres for a school site.
